Passage of the bill would have followed the trend of State governments decriminalizing the use of marijuana for medicinal use in order to alleviate individuals suffering from chronic   pain or nausea caused by certain debilitating conditions.  Instead, the Illinois House on Thursday created additional roadblocks to progress in addressing the emerging and legitimate business of medical marijuana.
